The Torrington Board of Finance voted Dec. 16 to table acceptance of the Board of Education’s capital-projects reconciliation, saying the spreadsheet presented at the meeting did not yet show how surpluses would be repurposed.
Donna and staff member Erica presented an Excel reconciliation of closed capital projects and the remaining balances, describing the document as a working paper that shows surpluses available for reallocation. Donna said closed projects show balances that can be moved to new needs once the board and the Board of Education decide which projects will go forward.
Several board members pressed for clarity about a previously requested $608,000 reallocation. One member said they could not find how that amount would be applied in the reconciliation; staff responded that the dollars existed as balances and would be reallocated once future projects are selected. "Any kind of balance that came out of that will be reallocated to something else that is necessary," staff said.
After debate and a brief parliamentary exchange in which an earlier approval motion was withdrawn, a member moved to table final acceptance until the city has selected projects and completed a final reconciliation. The motion to table was seconded and passed.
What happened next: the board will await a finalized allocation plan and a completed reconciliation before taking formal action on the Board of Education capital accounts. No final reallocation decisions were adopted at the Dec. 16 meeting.
