Planning Commission reviews 1st Street and Depot Park design concepts; residents urge preservation of Cottonwoods

Joseph Sheedy, planner with the City of Laramie Planning Division, on Dec. 8 summarized a Council-directed work session on concept designs for 1st Street and Depot Park, saying the project aims to improve parking and circulation, address stormwater issues, enhance accessibility and strengthen the park’s overall usability and character.
The work session drew on two rounds of public outreach in 2025. Staff presented alternate layouts for the north and south sides of the park that show possible changes to parking arrangements, internal pathways and open-space areas. "The goal includes improving parking and circulation, addressing stormwater issues, enhancing accessibility, and strengthening the overall usability and character of the park," Sheedy said.
A central technical issue is tree health. Sheedy reported the City Arborist’s assessment that several north-side Cottonwoods have reached the end of their natural lifespan and will need removal, while most south-side Cottonwoods remain in better condition. Staff said initial concept drawings place some construction within root-protection areas; subsequent designs were adjusted to prioritize existing root structures where feasible.
Stormwater management also shaped the conversation. Staff described recurring ponding during heavy rain events and noted the limited capacity of the downstream stormwater system. Several mitigation options to detain or redirect runoff were discussed but no funding or construction schedule was adopted at this meeting.
A large number of residents spoke during public comment. Many emphasized preserving the South Side Cottonwoods and maintaining the park’s historic, green character; others urged prioritizing walkability and improved parking enforcement rather than expanding paved areas. The Planning Commission thanked participants and described the session as discussion only; no formal decisions or votes were taken.
Next steps: staff will continue refining design concepts with attention to tree-root protection and stormwater solutions and will solicit further public input as the project progresses.
