Xenia City Council on Nov. 25 approved Resolution 2025‑61 to appoint a five‑member Charter Review Commission (plus an alternate) and set a July 31, 2026 deadline for the commission’s report so council could process potential charter amendments for the November 2026 ballot.
City counsel (Miss Fisher) said the charter requires the city to convene a review commission every five years. The council adopted the staff recommendation to appoint Chelsea Garrett, Howard Horstman, Nancy McPeek and Thomas Scrivens as regular members; Councilwoman Therese was named the council representative and Megan Ivory the alternate. Council amended the resolution to designate Councilman Crawford as the council alternate if the regular council representative is unable to attend; that amendment and the resolution as amended passed on roll call (6–0).
Counsel and staff will provide orientation binders and non‑voting advisory participation by city management and finance staff. The commission’s recommendations must be submitted by July 31, 2026 to be eligible for the November 2026 ballot filing schedule.
