The Churchill County Board approved a proposal from Loomis & Associates for engineering services on the Lone Tree Road reconstruction project, a roughly 3.1-mile rebuild from Highway 95 to the Solius intersection.
Randy Hynes, Public Works Planning and Building, described the project as required under a 2022 lands bill connected to Fallon Range Training Complex expansions and said the project will be federally funded with reimbursements processed through the Nevada Department of Transportation. County Manager Chris Ross confirmed the Navy provided the initial Milcon funds that flow through federal partners: "The Navy can't give the county money directly, so it has to give that money to its federal partners," Ross said, and Federal Highway Administration work will lead to NDOT reimbursement to the county for performed work.
Loomis & Associates was selected after a qualifications-based process that advertised in September and reviewed two submissions. The board approved Loomis's proposal, authorized the county manager to execute the contract and granted authority to approve change orders as needed.
The motion carried by voice vote. Commissioners asked staff to continue coordination with Navy and federal partners as the project moves toward design and construction.
