Xenia City Council voted Nov. 25 to adopt Ordinance 2025‑29 updating the city’s municipal income tax code to align with provisions in Ohio House Bill 96.
City counsel explained the bundle of five changes are largely administrative: clarifying definitions (including armed forces), standardizing terminology for video lottery terminals/sports gaming, and addressing extension and filing‑deadline language. Staff emphasized the changes do not alter tax rates or the amount of tax residents pay; they are intended to make the municipal code consistent with state law.
Council and staff agreed to a Jan. 1 effective date so municipal provisions would take effect concurrently with state requirements. Councilman Crawford moved the ordinance for passage and Councilman Reynolds seconded; the ordinance passed on a roll‑call vote (5–0).
The council packet noted that most provisions of HB96 already took effect Sept. 30 at the state level, but the municipal income tax changes are timed to the Jan. 1 effective date. There was no public testimony during the hearing on this ordinance.
