DAVIS — The Davis Conservation Commission on Dec. 11 closed the public hearing and issued permitting decisions for an accessory dwelling-unit (ADU) project at 8 Wildwood Road, granting a waiver for limited encroachment into the 50-foot no-build zone and issuing an order of conditions with restoration requirements.
Bill Manuel, representing applicants John and Nina Ragosa, presented plans for an attached ADU, a small at-grade patio and a shed. He identified an intermittent stream and a culvert under the adjacent rail trail and said most proposed construction sits outside the 50-foot no-build zone; however, the patio includes 114 square feet within the no-build area. Manuel proposed compensatory mitigation of about 240 square feet of native pollinator-friendly shrub planting at the edge of the flagged wetland.
Commissioners asked clarifying questions about erosion control, access for construction and whether patios would be pervious; Manuel said erosion controls will be installed at the work edge, the pool will be dismantled to allow access, and the small patio footprint is modest and would drain to lawn areas. The applicant confirmed the ADU will be attached and include the required common connection.
A commissioner moved to close the public hearing, another moved to grant the requested waiver for limited work in the 50-foot no-build zone, and the panel voted to issue an order of conditions for DEP file 14-1447 with additional conditions requiring the stated 240-square-foot restoration as mitigation. Motions were seconded and approved by voice vote.
What’s next: The applicants have three years to complete the work under the NOI term; when construction is complete they must return for a Certificate of Compliance.
