The Panama City Community Redevelopment Agency unanimously approved guidelines for a Millville commercial property improvement grant program for fiscal year 2026 that will offer up to 10 exterior improvement grants of up to $15,000 each, for a total program allocation of $150,000.
Staff framed the program as a response to visible signs of blight and underinvestment along the US 98 East/5th Street corridor in the Millville CRA district. The program's purpose is to help commercial property owners and tenants make exterior improvements that enhance appearance, support maintenance and strengthen the corridor’s character.
The board noted flexibility in implementation options and expressed support for the program and for outreach to bring applicants to the program. Staff confirmed the $150,000 allocation was already approved in the FY26 Millville CRA budget and that the guidelines implement the previously approved allocation.
The motion to approve the guidelines carried 5–0. Staff will proceed to implement the program under the approved guidelines and return with any necessary administrative documents.
