Malone told trustees that Skokie's 2024 HUD entitlement was $548,892 and that staff used $116,000 from prior-year funds, leaving $665,560 available to spend for the year. He summarized spending and outcomes: more than $325,000 for public facility improvements, nearly $200,000 for street and sidewalk work, and over $80,000 in public-service funding. Malone said all 12 public-facility improvement projects were completed, eight homes finished the home-improvement program with seven additional applicants in progress, and partners (together with the village social worker) helped nearly 3,000 residents through public-service programs.
Trustees questioned program delivery rates and bottlenecks in the home-improvement pipeline; staff said some delays stemmed from residents taking time to submit documentation and from program administration by a third-party partner. Trustees also discussed lowering lien periods, possible participatory-budgeting approaches, and the disposition of a roughly $267,000 COVID-related balance that staff said had been difficult to deploy due to low resident uptake.
Trustee Robinson moved to approve the CAPER and Trustee Kimani Levy seconded; the board approved the CAPER by roll call, with one trustee recorded as recused on the vote. Staff will submit the CAPER to HUD before the end of the month as required.
