Skokie trustees adopt revised grocery retailers/service occupation tax ordinance to meet state deadline

Village Manager John Lockerbie told the board that the state notified Skokie on Dec. 11 that the existing municipal grocery retailers and grocery service occupation tax ordinance needed modifications before Jan. 1, requiring an expedited adoption. "A motion is needed in order to suspend the rules and waive the second reading as required due to the pending deadline," Lockerbie said.
Trustee Pierce Slobin moved to suspend the rules and waive the second reading; Trustee Robinson seconded. The board carried the suspension by roll call. The board then moved to repeal village ordinance 25-8-c-4753 (which had authorized a municipal grocery retailers tax and grocery service occupation tax) and adopt the revised ordinance; the motion passed on a roll-call vote with recorded ayes.
Mayor and staff thanked finance and legal staff for producing the revision quickly after receiving notice from the state. The village manager said staff received notice around noon on Thursday and coordinated among finance, corporation counsel and outside counsel to prepare the ordinance in time for the meeting. Officials said the revised ordinance was modeled on language used for other municipal clients to speed drafting and ensure compliance before the statutory deadline.
The board took the action at the Dec. 15 meeting and did not propose other substantive changes on the floor; as adopted, trustees placed the revised municipal grocery retailers and grocery service occupation tax ordinance into effect as authorized by the vote.
