Del City council approves up to $48,449.96 for Southeast 15th street striping

The Del City Council unanimously approved a contract not to exceed $48,449.96 to remove and replace street striping on Southeast 15th Street between Sunny Lane and Bryant, including crosswalks and stop bars. Council voted after staff explained bid comparisons and recommended Action Safety Supply to provide state contract pricing and an itemized estimate that staff said made it easier to manage scope and costs.

Streets and drainage supervisor Michael Unruh (who presented the item) explained differences between bids and surface‑specific materials used for markings, telling the council that thermoplastic is used on asphalt and epoxy on concrete. "Thermoplastic... you lay it down hot. You lay it down hot. It melts into the asphalt. It becomes one with the asphalt," he said, explaining durability differences for expected service life. Staff also noted turn‑lane delineators and message/arrow boards were included in Action Safety's bid but were missing from the other bidder's submittal.

Councilman Dean moved to approve the Action Safety Supply contract at a cost not to exceed $48,449.96 and authorize the mayor and city manager to sign; the motion was seconded by Councilwoman Finch and carried on recorded ayes from all councilmembers and the mayor. Staff told the council the estimate is conservative and that final invoicing will be at actual quantities installed.

The work will include all four crosswalk legs at Sunny Lane and the East leg of Bryant, and staff said they would supervise the contractor's work. The council directed staff to proceed and to post progress and finished images for the public once the work is complete.
