County planner outlines Terrebonne community plan work: grant pending, outreach to begin in January

Tanya Saltzman, senior planner for Deschutes County, presented a status update on the Terrebonne community plan during the Nov. 17 board meeting.
Saltzman said the county submitted a grant application to the Oregon Department of Land Conservation and Development (DLCD) on Oct. 7 and expects an award decision in roughly two months; staff will return to the board to request permission to accept any grant award. Regardless of the grant outcome, Saltzman said staff will begin background work in January focusing on infrastructure and demographic conditions so later public engagement is grounded in up‑to‑date information.
The proposed scope includes an existing‑conditions and infrastructure assessment, coordination with the sanitary and water districts, consultation with ODOT, development of a community engagement framework (including Spanish‑language and virtual options), and a policy and zoning‑code review that could lead to future code amendments. Staff emphasized that the plan aims to be community driven and that a community working group could help distill large public forums.
Board members asked about outreach breadth, potential impacts of Highway 97 planning, opportunities associated with a sewer system (including school capacity expansion), and how the plan would address aging septic systems. Saltzman said staff will tailor engagement activities and coordinate with stakeholders such as the school district, sanitary district and local businesses; she also noted grant funding amounts are competitive this cycle and the award could be smaller than requested.
Saltzman said the county will report back as tasks and meeting dates are confirmed.
