Council approves partial vacation of 0 Street; staff to record access protections

The Imperial City Council concluded a continued public hearing and approved a staff‑recommended partial vacation of a portion of 0 Street between 1st and 2nd streets.

Staff explained the item had been continued from a prior meeting and that three options (A, B and C) were included in the staff report. "Option A, which is the portion from 1st To 2nd Street," was the staff recommendation, the presenter said.

Daniel Alba, a property owner to the south of the subject right of way, spoke in support with his wife Anita: "We're here to agree and to support the request for the all street abandonment, of course, with the approval from the city council," he said.

Councilmembers asked about ongoing access for adjacent property owners. Staff replied that the applicant, Raul Parra, had agreed to lot mergers so the neighboring parcels would retain access to 1st Street; staff said they would not record the vacation documents until the access arrangements were recorded. "They still have access... through 0 Street. They still will have access, to 1st Street... the applicant... agreed to do lot mergers... so they will always have access to that," staff said.

A motion to adopt Option A passed 4‑0. The council's action approves Resolution No. 2025‑53 to effect the partial street vacation, subject to the recorded access protections required by staff.

Next steps: staff will ensure the lot‑merger documents and access protections are completed and recorded before the city records the vacation.
