Commission approves bills, agrees to move culvert funds and hears road grant, KLJ cost concerns

The Griggs County Commission completed routine business by approving the monthly bills, including a staff proposal to shift funding so that approximately $30,000 would come from a culvert account instead of from gravel/bridge funds or ARPA. The board approved the bills by roll-call vote.

During the bills discussion Unidentified Speaker 5 explained that Wayne still has about $30,000 in the culvert account that can be used this year and proposed moving funds to avoid exceeding other budget lines. Commissioners confirmed that the proposed fund movement was included in the packet and proceeded to vote on the bills.

Unidentified Speaker 7, the road superintendent, reported a grant application submitted for Red Willow Road with a support letter from the Red Willow Bible Camp Association; staff estimated that award notifications for one grant likely arrive in February–March while related County 8 items may not be resolved until 2026. Work described in the application includes milling rough spots, addressing culverts and widening shoulders with overlay.

A commissioner also raised concerns about engineering invoices from KLJ — asking whether another $66,000 was due this month after a $170,000 payment the previous month, summing to roughly $250,000. Unidentified Speaker 1 responded that the engineering costs are reimbursed through the state; the commission did not alter the invoices at the meeting.

Office expense and revenue records were presented for review; staff noted these are packet items and no motion was required for the report-only materials. The commission approved the packeted bills and moved on to other agenda items.
