At a public hearing on Dec. 17, Deschutes County Road Department staff recommended that the board adopt Order 2025‑059 to transfer jurisdiction for several short segments of county roads — two segments of Northwest Way, three short segments of Southwest Helmholtz Way and a portion of Pershall Way — to the City of Redmond. County Engineer Cody Smith said the city initiated the requests as it annexes territory and that this consolidated hearing was intended to avoid separate hearings for each parcel.
Smith told the board that the transfer follows Oregon statutory procedure and that the most common consequence is the city taking over maintenance activities (pavement, plowing, signage, permitting and right‑of‑way). He said the road department received no public comments on the transfer. The board opened and, finding no public testimony, closed the hearing and voted to adopt the order. Commissioners voted in favor with two votes recorded and the chair voting as recorded; the order becomes effective at midnight that day, making the segments City of Redmond streets.
