Trustees asked staff to explore alternatives, including reduced rates for teacher‑led after‑school programs, athletics‑style reduced rates, and tiered systems used by neighboring districts.
Mr. McCord (assistant superintendent overseeing facilities) and facilities staff described the district’s current policies, how minimum booking times help cover staff costs, and how HVAC controls and occupancy patterns affect incremental rental costs. Staff noted the district already uses a centralized online booking system and that rates were set to be competitive with neighboring districts while achieving cost recovery.
Trustees asked for further granularity and comparison with nearby districts (trustees requested New Caney ISD be added to the comparison). They also raised practical questions about whether reduced fees could apply to the hour immediately after school — when the building is already in use — and how custodial and security staffing costs would be handled. Staff said many campus tracks and playgrounds are intentionally kept open in feeders and noted Texas Education Code chapter 61 requirements that affect perimeter fencing and access to playgrounds.
The Jet Center’s hourly rates were discussed; staff said the facility is heavily used by school groups and booster clubs and that outside availability is limited. Trustees asked staff to compile a list of recent rentals, provide a philosophy on community usage, and draft policy or procedure options for board review. No binding policy change or vote was taken; trustees directed staff to continue research and return with proposed language.
