At its Dec. 23 meeting the Dorchester County Planning Commission approved several items on the consent and new‑business portions of its agenda and deferred another rezoning for additional review.
Rezoning R‑947: Staff presented a request from Southland Group Development LLC (applicant Martin J. Bractor) to rezone 4.42 acres at Galla Shaw and Jedburgh roads from Transitional Residential (TRM) to Commercial Light Industrial (CLI). Staff said the site is in the employment mixed‑use area, has sufficient acreage for required buffers and provided a conceptual plan showing access points. Commissioners asked about utilities; staff noted the property is in the sewer service area of DCWS and water service area of DCWA but any connection would require coordination. The commission voted to approve R‑947 by voice vote.
Sidewalk modification: The commission considered a modification request under Section 20.5.0.1.b to waive the sidewalk requirement for a proposed veterinary clinic at the corner of Ladson Road and Avenue Of Oaks (applicant Factotum Real Estate LLC). Staff found the modification justified because the existing fully developed neighborhood lacks sidewalks and the modification would not be detrimental to public welfare. One commissioner recused from the discussion, and the modification was approved by voice vote.
Other items: Commissioners adopted the 2026 Planning Commission meeting schedule after a minor notation correction, appointed a committee for 2026 officer elections (Chair asked Commissioner Carter to chair the committee), and heard from the planning director that staff will include a monthly administrative plats report in future packets. The commission also deferred rezoning R‑945 (Mulberry/Huff) to allow coordination with Dorchester County Economic Development.
