Doral outlines parking-zone plan to expand on-street permits, limit one permit per household in targeted areas

City staff presented a plan Dec. 10 to create parking zones and a uniform monthly on-street permit system intended to address parking shortages in areas such as Downtown Doral South.
Public Works staff summarized the city’s 2019 parking study and outreach through 2023–2025. The department said roughly an 80% redemption rate shows high demand for permits and proposed a zone-based approach that would limit permits to one per household in pilot areas, reserve about 175 spaces for visitors, and phase in enforcement focused on nighttime hours. "This amendment will... ensure fairness, consistency in the pricing structure for parking permits and resolve future disparity by allowing us to create zones, giving residents priority over the spaces near their homes," the presenter said.
Council members asked about adding 15–20 striped spaces identified in an assessment; staff said additional striping requires engineering and construction and likely would not be completed before the planned January rollout for city-owned roads. Staff said Community Development District (CDD) and private roads could be added later if agreements are finalized.
Council discussed a 70% opening for permit registration in initial zones; staff confirmed they will reopen registrations as private/CDD roads are added. Council voted to approve the ordinance to create the uniform permit system and to begin implementation steps, with workshops planned between public works, police and legal staff on streets, signage and enforcement before second reading.
