The Industrial Development Board approved a resolution authorizing the chair to enter a contract for sale and purchase with the local board of trustees of the Lee Highway Church of God to buy property at 7218 Hamilton Acres Circle (tax map number 139PC007.04) for $580,000 with closing fees not to exceed $10,000 (total not to exceed $590,000).
Speaker 6 explained the purchase provides permanent access to an IDB-held parcel for the E2I2 project. Current access relies on a shared culvert not rated for construction equipment; staff said there is a temporary entrance that cannot be made permanent. Speaker 6 said FEMA constraints prevent adding a new bridge without causing downstream flooding, so buying the parcel is the viable long-term access solution. Speaker 6 also described the project’s feature: a 10,000,000-gallon wet-weather sewage holding tank to store combined-system flows for later treatment.
Speaker 2 moved to approve the resolution and seconded; Chair (Speaker 1) called the vote and members answered in the affirmative. The resolution passed by voice vote. Staff said the city — not the wastewater authority — would own the property after project completion and that remaining surplus parcel area could be sold later.
The board did not record additional amendments to the purchase authorization in the meeting transcript. Staff reported surveying and environmental reviews were completed and the parcel was judged adequate for required access.
