Council approves first readings for Ritz Sky Mansions rezoning and FLUM amendment in Doral

The Doral City Council voted Dec. 10 to approve on first reading a future-land-use amendment and rezoning for the proposed Ritz Sky Mansions development at 3285 Northwest 107th Avenue.
Planning staff said the application seeks to change about 4.95 acres from Office to Office/Residential on the future land-use map and to rezone from Office 3 to Multifamily Residential 4 (MF-4). Staff noted the site currently contains a hotel and associated parking and reported no objections at a public workshop on Oct. 22. "The applicant is requesting to go from office to office residential for 4.95 acres," planning staff said.
Tony Rodriguez, the project architect, told the council the team proposes 69 units where earlier approvals allowed 109 units: "We're we're keeping the density, low."
Council members who spoke expressed support for the project’s scale and for returning some of the property historically used for residential purposes. Councilman Binetto moved to approve the FLUM amendment; Councilwoman Reynoso moved to approve the rezoning. The recorded roll-call votes in the transcript show the ordinances passed first reading, with Vice Mayor Dina Cabral recorded as voting against at least one of the motions; the majority approved both items.
Staff said a site plan will be presented at second reading next month and that the FLUM change would reduce allowable building height (Office allowed up to 14 stories; the proposed Office/Residential category caps heights at eight stories).
