Parma board approves routine finance, HR and policy items; treasurer explains advanced tax payment request

PARMA, Ohio — The Parma City School District Board of Education completed routine business at its Dec. 11 meeting, approving finance, human-resources and policy resolutions and receiving community and PTA updates.
On finance, the board adopted Resolution 2025-12-542 approving the November 2025 financial report. The board also approved Resolution 2025-12-543 requesting advance payment of tax funds from the county treasurer so the district can access tax receipts collected in January and February earlier than the March distribution, a practice Treasurer Sean said many districts use to earn interest on funds that are already taxpayers’ money. The board ratified investments (2025-12-544) and approved supplemental appropriations (2025-12-545).
Human-resources resolutions passed as a group, including certificated and classified appointments, confirmations of stipends and leaves, and retirements (resolutions 2025-12-546, 2025-12-549, 2025-12-550 and related items). The board also approved updating the names of compliance officers (2025-12-547) and authorized release from employment during probationary periods (2025-12-552). On Resolution 2025-12-553 the board approved using the district’s Liberty Mutual insurance policy in lieu of a $50,000 treasurer’s bond as permitted by Ohio Revised Code, following Treasurer Sean’s explanation that insurance coverage can be broader and sometimes less costly.
Policy business included adoption of revised anti-harassment and nondiscrimination policies under Resolution 2025-12-554; the board also read a set of policies for first reading, including updates related to transportation and drug-and-alcohol testing for employees who operate alternative vehicles.
Amber Shuck, vice president of the Parma PTA Council, briefed the board on PTA activities including scholarship awards (more than 70 sponsors offering just over $90,000) and community programs. Councilman Kuzmael offered remarks of appreciation to outgoing board members during public comment.
