Chief Technologist Ron Bishop and consultant Barry Condrey (Public Technology Institute) presented the Town of Sahuarita's Master Technology Plan, a five-year roadmap for 2026'031 designed to align technology investments with town operations.
Presenters summarized key findings: the IT leadership team is experienced and turnover is low; the town has manageable technology debt and reliable systems; and roughly 90% of town services are reliant on technology. The plan recommends five core goals: strengthen technology governance; staff strategically for business needs (four suggested full-time additions over five years); optimize infrastructure and applications; build business-IT relationships; and elevate cybersecurity and compliance.
The plan includes 60 recommendations with estimated capital and operating costs, sequencing, and predecessor/successor relationships. Consultants highlighted the importance of training to raise technology literacy across all town departments, and recommended an annual review process to keep the plan current. Cybersecurity received special emphasis; the plan recommends a strategic, risk-based approach and training for residents and staff to mitigate evolving threats.
Council members asked how the plan will intersect with the town's budget and departmental master plans; staff said departments will propose implementations during budget cycles and that the plan is intended to guide those requests. The council did not take formal action but indicated support and requested the plan return for formal adoption at a later meeting.
