Conroe ISD earns 'A' (98/100) on 2024–25 School FIRST financial rating

Conroe Independent School District received a Superior (A) financial integrity rating for the 2023–24 reporting cycle, Chief Financial Officer Karen Garza told trustees Oct. 21.
Garza said the district scored 98 out of 100 possible points on the state's School FIRST accountability system, marking the third consecutive year Conroe earned the highest rating. She reviewed key indicators that comprise the rating, noting the district submitted its annual financial report on time and received an unmodified audit opinion. Garza said the district processed debt payments and required governmental payments on time and highlighted strong solvency and administrative-cost ratios.
She also explained that the district accepted a strategic investment decision that reduced one indicator score (days cash on hand) by two points as part of a 36-month laddered investment strategy intended to protect the district from market fluctuations. "We did lose 2 points on this indicator, and we do believe that was a worthwhile trade off," Garza said.
All required financial disclosures and the superintendent's contract are available on the district's transparency webpage, Garza said. The board opened a public hearing on the School FIRST report and received no public comments.
