The Halifax County Board of Commissioners considered an appeal from Enfield Timber LLC on Dec. 1 after a county business personal property audit identified unreported assets and assessed penalties across multiple taxing jurisdictions.
Tax office staff summarized the audit process and said the company did not contest the asset findings but asked the board for mitigation on penalties. The total penalty assessed across jurisdictions was $67,656.60, including the largest jurisdiction penalty of $54,397.87 and additional penalties of $6,085.03 and about $7,002.87 shown in the staff materials.
Commissioners discussed the causes of the reporting lapse, including staff turnover and the death of a prior chief financial officer, which the company cited as factors that hampered proper property listing. The tax assessor noted the program’s aim is partly educational as well as corrective.
After discussion a motion was made to reduce the penalty by 50 percent; the board approved the reduction by voice vote. Staff noted that penalties collected are disbursed to affected jurisdictions according to statute and are not general budgetary funds.
The board did not provide additional relief beyond the percentage reduction and recorded the decision in the meeting minutes.
