Halifax County to apply for HARC/HARP crisis-intervention grant; commissioners approve application

Staff and presenters said the county would be the applicant and would bear reporting responsibility but that the HARC team would supply necessary participant and program data. The county clarified it has authority under Chapter 7A to provide funding that supports court efficiencies, but staff noted practical steps are required if the county is to serve as fiscal agent. After discussion the board voted to authorize applying for the HARC/HARP grant and to proceed with the county serving in the administrative/fiscal role if the award is made.
The board recorded no dissent; staff were instructed to proceed with application and to prepare any related agreements if the grant is awarded.
