Dan, a city water‑program staff member, told the advisory group the city contracted with Madaus to compile an internal 27‑page technical memo analyzing conservation‑based rate structures; the memo summarized rate forms and implementation lessons from 11 utilities and included interviews with Rancho Water District, Albuquerque and Santa Barbara.
Dan said the memo is for internal reference to guide the city’s rate modeling and conservation program adjustments and is not currently public. He noted the council’s concern about affordability and competing priorities (such as recently approved transportation utility fees), which will likely slow any immediate changes to rate structures.
The project team plans additional modeling and will return to the advisory group with how the memo’s findings are incorporated into draft rate alternatives. Staff also thanked the group for participating in outreach and tours that informed public‑space management and messaging coordinated with Firewise and emergency management colleagues.
Next steps: staff will incorporate feedback into rate modeling, continue outreach, and report back to WAG in 2026 with draft recommendations.
