The Doral City Council approved Ordinance 2025-51 on first reading Nov. 22, a measure that repeals Ordinance 2025-36 and ratifies the FY2025–26 budget by ordinance. City staff said adoption by ordinance is required by the city charter to finalize a balanced budget.

City staff told the council the ordinance is the implementing measure that will be considered on second reading at the Dec. 10 council meeting. Council members voted in favor of advancing the ordinance on first reading; the mayor announced the motion passed following the clerk’s roll call.

The first-reading vote follows the council’s approval earlier in the meeting of the final millage rate and the budget resolution that reduces contingency funds to offset a roughly $528,068 revenue shortfall resulting from the adopted millage.

The ordinance will return for a second reading on Dec. 10, where final adoption is expected to be completed before the start of the fiscal year.
