Council approves Alton Park connector contract and multiple wastewater/purchasing contracts

The City of Chattanooga approved several procurement and contracting items Dec. 2, including public works and wastewater agreements.

Alton Park Connector Phase 1 Council approved a resolution authorizing a contract (Duquesne Industries LLC) for the Alton Park Connector Phase 1 in the amount of $1,627,268.60 with a contingency of $162,726.86, for a total not to exceed $1,789,995.46. Bill Payne, city engineer, described Phase 1 as a roughly six-block greenway and sidewalk connection along West 33rd that ties to recent adjacent development and will, in future phases, connect toward East Lake and Crabtree.

Wastewater generation project (Mainspring Energy) The council authorized a project‑sale agreement and operation/maintenance agreement with Mainspring Energy Inc. for purchase and installation of generation systems not to exceed $8,500,000 on a sole‑source basis; the item passed as part of the wastewater package. Council discussed on‑call blanket contracts and contract increases for sanitary‑sewer repair and paving, noting year‑to‑year price escalations and the need to maintain critical infrastructure.

Purchasing and blanket renewals Purchasing reported 10 recommended items including multi‑year renewals (Facilities, Parks, Wastewater) and new blanket agreements (insurance brokerage, traffic sign blanks), reflecting supplier cost increases on materials and labor. Council approved the package of purchasing items.

Vote and implementation All procurement and contract items were approved as presented or as packages with recorded motions; staff noted the awards, contingencies, and that some renewals reflect negotiated increases due to rising material and labor costs. Implementation and construction scheduling will proceed subject to permitting and weather.
