Angie Lamborne presented the Title VI plan and said it combines civil‑rights protections with ADA‑related procedures and a limited‑English‑proficiency analysis intended to identify whether translated materials are required. Lamborne told the court the STIF committee and the Harney Hub board had reviewed and adopted the plan and that the county must send evidence of adoption to the state for compliance review.
Commissioners asked whether county counsel had reviewed the document and whether a formal resolution was required. Lamborne and the judge said a motion to adopt would suffice for the county's submission; a court member moved to adopt and another seconded the motion. The court recorded three ayes and carried the adoption by voice vote.
Members discussed advisory‑committee makeup and noted the board lacked a Native American member; Lamborne said the state requires advisory bodies to reflect community demographic elements including race and age and the county would continue outreach to fill gaps.
The adoption sends the Title VI document to the state for its compliance checks; the county said it would maintain complaint and accommodation procedures for transit riders.
