The Bend Urban Renewal Agency (URA) on Dec. 3 authorized a $161,000 promissory note to secure construction of a 10‑foot multiuse path along the southern boundary of Juniper Ridge and adopted a capital-improvement program (CIP) amendment to roll funding for the path and related pavement work into the next biennium.
URA staff presented the promissory-note concept as a financial-security mechanism allowing final platting and infrastructure progress while construction of the path continues. Staff estimated the path cost at roughly $130,000 and noted a standard 20% contingency, giving the promissory-note value of $161,000. The agency discussed that a remnant portion of the needed alignment lies outside city limits in county right-of-way and that permitting or UGB expansion would be needed to complete the full connection to 18th Street.
Member Mendez moved to authorize the transfer and promissory note; the motion was seconded and passed by voice vote. The board also opened and closed a public hearing on a CIP amendment that added the promissory note and a small increase (about $20k) for Coulee/Talus Road paving; the resolution amending the 2026–2030 URA CIP passed by voice vote.
