Summary
At the Dec. 15, 2025 Delaware County Commissioners meeting, members approved multiple contracts (IT support, shredding, bridge designs), adopted ordinances changing retiree insurance and tax-sale fees, and approved $5,000 in sponsorship for a leadership program.
The Delaware County Commissioners on Dec. 15 approved a slate of contracts, adopted several ordinances and agreed to a $5,000 sponsorship for the Schaeffer Leadership Academy.
Key outcomes included approval of a temporary IT services contract with Unique Computer Services to support assessor, treasurer and auditor systems; authorization of a contract with Secure Shred for countywide document destruction; and award of design and inspection contracts for multiple bridge projects, including LPA Bridge No. 51 and the design contract for Bridge 20. The reassessment contract with PSC Associates was also approved, consistent with the state form contract used by the Department of Local Government Finance.
On ordinances, the board adopted Ordinance 2025-35 changing retiree insurance coverage to remove spouses and dependents from county retiree coverage. Commissioner Brand said he would vote no, explaining he feared retiree premiums could fall while current employee premiums rise; Commissioners Reagan and Henry voted yes and the motion passed.
The commissioners also set tax-sale administrative fees discussed during the meeting, including a $100 administrative fee set by the Auditor for tax-sale processing and adjustments to a related $60 fee structure (vendor portion $5, auditor portion $55) after staff clarifications.
Votes were recorded by roll call for each motion. Several items were tabled for further review, including some fee schedule details and the county's fixed asset capitalization policy revisions. The meeting recessed after completing agenda business.
What’s next: Items that were tabled will return for further review at a subsequent meeting; staff indicated follow-up legal and budget clarifications will be provided before final adoption.
