Seaford council approves loans for Martin Farms, well project, childcare site plan and awards $13.1M Headworks contract

Seaford’s City Council on Dec. 9 unanimously approved multiple financing and construction actions designed to advance water, sewer and wastewater projects and to greenlight a new childcare facility.
The council adopted Resolution R2025-06 to enter a loan with the Delaware Water Pollution Control Revolving Fund for the Martin Farms Sewer Relocation Phase 2 project, authorizing a $2,070,000, 20-year loan at 2 percent interest. Council also approved Resolution R2025-57 to enter a $1,250,000, 20-year loan at 2 percent with the Delaware Drinking Water State Revolving Fund for the Martin Farms Water Relocation Phase 2 project; staff said the water portion received roughly $300,000–$389,000 in principal forgiveness reducing the financed amount to about $861,000.
