Board approves special education audit, stadium repairs, urgent chiller work and several donations

The Marion City Schools Board of Education approved several contracts, donations and personnel-related items at its Dec. 15 meeting.
Special education audit: The board approved an agreement with the Educational Service Center for a special education audit. Superintendent Murphy said the work includes a statement of work and an attached timeline from December through May with projected hours totaling 260 (135 direct, 125 indirect). Murphy noted Title dollars will pay for the audit and that results will be reviewed first in the curriculum and instruction committee before broader board consideration.
Facilities and urgent repairs: The board approved a $94,005.78 contract with Garland DBS Inc. for masonry repairs and painting on the north, south and west sides of Grant Stadium. Members discussed whether historic-site designation considerations would affect future alterations and noted historic recognition could increase oversight but also open grant opportunities. The board also authorized waiving competitive bidding and negotiating a contract with Regal Plumbing & Heating for an urgent chiller water-line replacement at Grant Middle School, with the contract not to exceed $82,400.
Athletics/boosters and supplemental pay: The board approved an independent-contractor arrangement (Scott Bush) and a donation memorandum of understanding with booster organizations to fund that contractor; the movement intends to clarify liability and contracting processes. The board approved a one-year MOU with the Marion Education Association to fund a middle-school swimming supplemental for the coming year, a time-limited agreement the district said was tied to current financial forecasting.
Donations and support: The board approved donations including $6,000 from the Marion Community Foundation/Henry True Trust for students in need, $17,041.78 from the Marion City Schools athletic boosters for wrestling mats, $250 from Silco Fire and Security to a Taft Elementary principal fund, and handmade gloves, hats and scarves from a Presbyterian Church for student distribution.
Overnight trip: The board approved an overnight trip for Harding High School girls wrestling to compete in Bellefontaine Jan. 30–31 with approximate participation of 30 students and six chaperones; the board discussed volunteer driver vetting and chaperone coverage and approved the trip by roll-call vote.
Appointment: After executive session the board voted to appoint Ted McInnis to a board seat (term beginning Jan. 1); the roll-call vote was recorded with one board member opposing.
