Nixa council adopts ordinance setting 1:30 a.m.–6 a.m. prohibited hours for alcohol sales

The Nixa City Council on its final 2025 meeting adopted an ordinance that amends the city code to prohibit alcohol sales between 1:30 a.m. and 6:00 a.m. year-round. The council also removed language tied to a temporary state allowance related to the FIFA World Cup.

The second reading of council bill 2025-37 was read aloud by Miss Coffey and presented with staff explanation that chapter 4 of the city code previously defers to state statute. The bill proposed specific local prohibited hours and initially included language to opt out of RSMo 3.11.206, a temporary state provision that allowed extended liquor sales during the World Cup.

Council member Shawn Lucas said he asked for an amendment to separate permanent local hours from the temporary FIFA-related provision, arguing the combined language could confuse local operators. "I felt like we were trying to do two things with one thing," he said, describing potential operational confusion for businesses if state and local rules conflicted.

Lucas moved to adopt Amendment No. 1, which removed the FIFA-related language while keeping the 1:30 a.m.–6:00 a.m. prohibition. The mayor seconded. The council voted in favor and the amendment carried. Miss Coffey then read the amended bill title; city counsel (referenced as Mister Woodman) advised no additional public hearing was required. The council later approved the amended council bill on roll call, with affirmative votes from members present.

The ordinance will change how the city’s code defines allowable hours for alcohol retail sales; the transcript does not specify an effective date. The amendment leaves open the possibility of a separate future discussion about temporary extended hours for special events such as the World Cup.
