Owner's representative Jake reported the project is roughly 55% complete. "We're running [owner's] contingency at just under 3%," he said, and described recent work including formed indoor pool walls, imminent glazing installation and permanent power being brought to the building from Franklin PUD. Jake said the construction team expects to be "dry in" — with windows and heating in place — in early January.
Operations staff said a meeting of city staff is scheduled Jan. 4 to coordinate startup and opening tasks. Jesse Rice said staff are developing draft operations and maintenance plans, safety plans and capital improvement planning documents and that they will review those with the board as part of opening preparations. The executive director noted pending tasks for early 2026: recruiting lifeguards and facility staff, setting hours and rates in coordination with the City of Pasco, naming the facility, and completing project closeout tasks.
Construction manager comments included concrete work for the indoor pool and arrival of the glazing; the owner’s representative emphasized there remains schedule risk but that the project was holding schedule. He said certain items installed to date were betterments rather than unanticipated conditions.
Board and staff discussed short‑term logistics such as a temporary bus turnaround given that Road 103 will not be completed for some time and concerns about fugitive dust from a nearby gravel pit.
Staff expect to return to the board with operating plans, staffing plans and any additional budget items or betterments that require approval as the project approaches completion.
