Pasco PFD tables interlocal agreement with City of Pasco; forms ad hoc review committee

The Pasco Public Facilities District board voted to table Resolution 2025‑06 — the proposed interlocal agreement (ILA) with the City of Pasco — and asked staff to prepare additional material and legal review before the board considers it again in January.
A board member moved to move the resolution to the Jan. 20, 2026 regular meeting; the motion was seconded and carried by voice vote. During discussion, a board member requested creation of "an ad hoc committee... by 2 board members, to speak with a attorney... to go over the agreement in more depth." Two volunteers were recorded: Spencer Gillette and Marie (Maria) Gillespie.
Staff and board members noted the city had already approved the agreement and that additional PFD‑specific materials would be useful. Director Matt suggested involving the attorney selected later in the meeting if the board chooses to hire new counsel.
The motion to table leaves the ILA in committee for further legal and staff review; the ad hoc committee will meet with counsel to help identify outstanding issues and prepare recommendations for the January 20 board meeting. Board members did not provide a detailed schedule for the ad hoc committee in the meeting record.
