Pasco PFD authorizes contract with Cable Houston LLP for legal services

The Pasco Public Facilities District board voted to approve a personal services agreement with Cable Houston LLP to provide legal counsel for the district, authorizing staff to execute the agreement.
Staff said the district issued a request for proposals with a December 1 response date and received one proposal — from Cable Houston. During the meeting, staff recommended approval and introduced Tyler Whitney of Cable Houston, who described his local ties and regional experience: "My office is in Portland, but I actually work and live in Kennewick, and so I'm 50 minutes from here," Whitney said. "I would plan to be here, in person as much as you would like for board meetings or otherwise." Whitney added that the firm works frequently with public agencies in the Northwest and that he would serve as the local lead attorney.
A board member moved to approve Resolution 2025‑08 authorizing a personal services agreement with Cable Houston LLP; the motion was seconded and approved by voice vote with no roll‑call tallies recorded in the transcript. Staff said appointing counsel now will help the district transition after the current counsel’s departure at year end.
Outgoing counsel Mr. Ferguson addressed the board in his final report and said he would remain available through the end of the month to assist with the transition. Staff said that, if approved, the district would finalize the agreement and aim for Cable Houston to begin work in January.
The board did not record a roll‑call vote on the public record; approval was by voice vote.
