DuPage HSD 88 board adopts 2025 property tax levy after public hearing

The DuPage HSD 88 Board of Education approved a resolution adopting the district’s 2025 property tax levy after holding a public hearing at its December meeting.
District staff presented the levy package and walked the board through levy mechanics under the Truth in Taxation rules. Staff noted the district is subject to the tax-cap provisions (the lesser of 5% or CPI); using the December CPI of 2.9% as the reference point and estimating $15,000,000 in new property, the administration said it was asking for a 4% levy request to allow for unknowns. Staff said that, because EAV values remain preliminary, the requested 4% levy translates to a $71,800,000 levy certificate but that the final extension is likely to be closer to $71,300,000 — roughly a 3.28% effective increase in the extension depending on final assessed values.
"We don't even at this time know what the new property is going to be as they are still working on the rolls," said a district staff member presenting the levy, summarizing the district's rationale for requesting an allowance above CPI. The presentation explained that debt service is automatically extended by the county clerk and excluded from the district's levy request.
No members of the public spoke during the hearing. The board voted to adopt the levy resolution; the motion to approve the certificate of tax levy for 2025 was moved by board member Coyer and carried by roll call vote.
Votes at a glance (selected): the board also approved a separate resolution authorizing certain special-purpose tax levies during the same meeting; the treasurer’s report and budget status report for October were approved; and several routine consent items and vendor payments were authorized.
The levy certificate will be filed with the DuPage County Clerk as required; staff said the district will file the final paperwork before the last Tuesday in December and that tax bills will begin to reflect the extension when mailed next year. The board set the levy for formal action following the public hearing and adopted the resolution on a recorded roll call.
