Don Townsend, the applicant, identified himself for the record as Don Townsend of 5200 Mountaincrest Drive, Knoxville. After the board had the file before it, a motion to approve the permit was made and seconded, and the board voted in favor. "It's April," Townsend said when asked about the event’s timing.
The approval was taken by voice vote; the chair announced, "Ayes have it." The board provided routine instructions for applicants during the meeting: applicants must state name and address on the record, and permits approved that evening could be picked up from Mr. Byrd after the meeting if all requirements were met.
