Staff said the addition organizes existing policy into two subsections: MPO regional guidelines (where MPOs may adopt different rules such as requiring a local match or holding a supplemental call for projects) and the MPO competitive project‑selection process (an expanded checklist of items MPOs must provide when submitting draft programs). Anya emphasized the change is editorial and organizational: "the policies and the processes for the MPO component are remaining the same," she said, and the slides were shown without tracked changes.
Why this matters: consolidating MPO guidance aims to reduce scatter across the guidelines and make it easier for MPO staff and applicants to find MPO‑specific rules and submission requirements. Staff noted MPOs may delegate project selection to the Commission if they prefer.
Next steps: staff invited feedback from MPOs and other stakeholders and said the section will be circulated for comment as part of the guidelines update process. If the Commission decides to advance any changes, draft language will be shared for review at a later workshop.
