Crest Hill council tables personnel-ordinance repeal and hears update on petition to abolish civil service

City Attorney Mike Steph and City Administrator Blaine Wing briefed the council on an ordinance from 1977 related to administration of personnel (Chapter 2.92 of the Crest Hill Code of Ordinances). Steph described the ordinance as poorly drafted and said the city’s membership in an insurance/risk pool reduces the ordinance’s practical necessity; he recommended further review.
Alderwoman Claudia Gazelle moved to table the ordinance for further discussion at a work session; Alderman Darrell Jefferson seconded the motion. The council approved the motion by roll-call vote.
Separately, Administrator Blaine Wing reported the city had received roughly 100 completed petition signatures toward a referendum to abolish civil service. He said petitioners need approximately 340 valid signatures for a court filing and noted a Dec. 15 filing deadline. Wing urged council members to encourage collection of additional signatures and said the city has petition packets and information available.
The council did not take action to alter Chapter 2.92 at the Dec. 1 meeting; instead it voted to table the item for more detailed discussion and possible revision at a future work session.
