The Galt City Council unanimously approved a resolution to transition 18 part-time employees in parks & recreation and finance to full-time status, effective Jan. 1, 2026, and to approve a side letter agreement with the International Union of Operating Engineers (IUE) Local 39.
Human Resources Director Tricia Coby said the recommendation was driven by compliance with the Affordable Care Act (ACA), operational efficiencies and long-term cost management. Coby explained the city is classified as an applicable large employer under the ACA and must offer coverage to employees who average 30 or more hours per week (130 hours per month). Based on current wages and hours, staff found the city’s part-time health coverage did not meet ACA affordability or minimum value thresholds for some classifications and poses exposure to penalties with a statute of limitations of six years.
To address that exposure, staff proposed internal recruitments for active staff to fill the full‑time roles, reducing the number of part‑time positions and lowering weekly hours for remaining part‑timers to 28 hours per week so they fall below the ACA full‑time threshold. Staff presented budget analyses for parks & recreation and finance showing the changes are supported within the adopted budget and are cost neutral when compared with potential penalties.
Council members asked how employees would be selected, the number of affected positions, and the impact on hours and pay. Coby said internal oral board recruitments would establish eligibility lists valid for one year; of 61 budgeted part-time positions, 46 were active and staff proposed converting 17 in parks & rec and 1 in finance (18 total). The council moved to adopt the resolution and approve the side letter agreement; the roll call vote was unanimous.
Council asked staff to proceed with internal recruitment panels, to meet and confer with the union where needed, and to implement required personnel manual changes.
