The proposal would use a combination of general capital reserves, electric fund reserves and previously appropriated design funds to assemble a funding package staff estimated at roughly $54 million to design and construct a modern facility housing water, public works and Light & Power operations.
Council members pressed staff for more publicly digestible materials and assurances the project represents value for taxpayer dollars. Staff said some design work is complete and that the council has already appropriated design funds; staff also described fleet‑lifecycle and maintenance savings from housing vehicles indoors. One staff member cited a peer city report showing increased maintenance costs when equipment is stored outdoors and emphasized the long‑term lifecycle benefits.
The matter was discussed at length as a workshop item; council requested draft documents, updated cost estimates and visual materials to present to the public and said they would return to the item at a future meeting. No appropriation vote was taken at the Dec. 2 meeting.
