Council approves TMS Engineers change order and authorizes RFQ for Mayfield Road project after ODOT review

Mayfield Heights City Council on Nov. 24 approved Resolution 2025-65 authorizing Change Order #1 with TMS Engineers Inc. for the Mayfield Road corridor traffic signal safety and equipment upgrade and separately authorized a request for qualifications (RFQ) for design services tied to the ODOT Mayfield Road construction project.
Law Director Mister Schmidlin introduced the change-order resolution, noting the project had been previously approved by Resolution 2022-36 and that the change order was necessary because of unforeseen circumstances and additional requests from the Ohio Department of Transportation (ODOT). "The city has previously entered into an agreement with TMS Engineering Inc to design and administer the Mayfield Road corridor traffic signal safety and equipment upgrade as approved by resolution number 2022-36," Schmidlin said. He added that the change order addresses unforeseen circumstances and ODOT requests.
Council members asked for clarification about what ODOT required. Miss Talbin asked, "I'm just curious what ODOT requirement caused us to have this change request." Director of Finance Missus Scully replied: "So I spoke with mister Brunello about this. They're they had some additional questions that they needed guidance on from TMS as once they reviewed the plans and it went out for bid, there was they needed more specific information, and I believe it was by the Iroquois Intersection that they were doing. So TMS needed to do more work, in relation to what ODOT questioned." The council then voted to approve the change order (unanimous roll call).
Separately, under Motion A the council authorized the service department to issue an RFQ for design services for the ODOT Mayfield Road construction project; the motion was moved by Mister Minor, seconded by Missus Sevetta and approved. Council and staff clarified project limits during discussion; initial NOACA limits were described as from Lander to the Eastcorp line, and later a revision was noted to be from Iroquois to the Eastcorp line. One council member characterized the approximate corridor as Golden Gate to the Gates Mills line during discussion.
Both the change order and RFQ are connected to the same Mayfield Road corridor work; the change order allocates additional design/administration effort to address ODOT comments and the RFQ opens procurement for design services for the ODOT construction project. No dollar amounts for the change order or RFQ were provided during the meeting; the law director and finance director said details would be reflected in contract and bid documents.
