Council discusses withdrawing from Logan‑Cache Airport Authority; questions about costs and governance

Council members spent an extended workshop discussion on Dec. 2 weighing a potential withdrawal by Logan City from the Logan‑Cache Airport Authority.
Craig (staff) outlined the proposal and cited possible benefits: elimination of roughly $100,000 annual payments, reduced future capital contributions and limited city liability if the county indemnifies the city under a withdrawal agreement. He said the city would retain some board representation under the draft withdrawal agreement and the county has indicated willingness to waive the six‑month notice period. “Some of the possible benefits to Logan City from withdrawing from the airport authority… there would be no more additional annual payments of a $100,000 a year to the airport authority,” Craig said.
Council and staff discussed trade‑offs: withdrawing would remove the city from day‑to‑day governance and could mean the county assumes larger capital obligations for future master‑plan investments; staff and council noted the FAA master plan forecasts multi‑million‑dollar capital needs in coming years. Council members asked whether the county is in a better position to run the airport, whether an alternative interlocal agreement could eliminate 'double taxation,' and what would happen to the airport if the county failed to fund capital needs. Staff said the withdrawal agreement would preserve two city seats on the authority board and would include an indemnity clause if the county agreed not to leave the city exposed to future financial claims.
Council did not vote on the withdrawal at the workshop and agreed to return to the issue at the next meeting in two weeks for a decision. Staff said the item may not require a public hearing if characterized as an administrative withdrawal but council members indicated they are open to scheduling a public hearing if residents request an opportunity to comment.
