CTC previews CAPTI-directed updates to favor VMT mitigation and strengthen equity in SB 1 programs

California Transportation Commission staff on Nov. 20 previewed three CAPTI 2-directed actions they intend to consider when drafting Cycle 5 SB 1 program guidelines. The actions, described by Matthew Yosgott and read from the CAPTI 2 document, focus on vehicle-miles traveled (VMT) and equity.
The first action (CAPTI 2 action 2.3) would update Trade Corridor Enhancement Program guidelines so goods-movement projects that mitigate increases in passenger vehicle miles traveled are more competitive for funding. "Projects that mitigate passenger vehicle miles traveled impacts ... are more likely to be competitive for funding in the program," Yosgott said while reading CAPTI 2 text.
The second action (CAPTI 2 action 2.4) would update the Solutions for Congested Corridors Program to target a VMT-neutral suite of investments by prioritizing projects that reduce VMT. According to staff, a recent Moneta Transportation Institute study showed earlier SCCP cycles reduced induced VMT compared with prior cycles but had not yet achieved VMT neutrality; Cycle 5 guidance would push toward neutrality.
The third action (CAPTI 2 action 3.1) asks staff to strengthen the SB 1 Transportation Equity Supplement and related guidelines to ensure applicants demonstrate meaningful engagement with environmental justice groups, evaluate particulate and greenhouse-gas impacts, account for displacement and noise, and show how projects will avoid or mitigate negative impacts to disadvantaged communities.
Staff emphasized these are proposals to be discussed at program-specific workshops and with interagency partners, including CalSTA and Caltrans, and that edits will be developed through the public guidelines process. Stakeholders asked clarifying questions about whether the TCEP change references passenger or freight VMT; Yosgott clarified the TCEP emphasis is specifically on mitigating passenger VMT impacts while TCEP remains freight-focused.
Any final changes will be developed and reviewed in upcoming workshops before staff present draft revisions to commissioners for consideration in mid-2026.
