Alpena authorizes FEMA Public Assistance application for March 2025 ice storm recovery

The Alpena City Council authorized the city manager to complete and submit a Federal Emergency Management Agency (FEMA) Public Assistance application for the March 28–30, 2025 ice storm. City Manager Rachel Smolinski summarized FEMA’s eligibility determinations: Category A (debris removal) eligible costs of $193,746.48 and Category B (emergency protective measures, including a warming shelter, water-utility emergency response and staff overtime) eligible costs of $134,005.82.
Smolinski said the city is eligible for 75% reimbursement of those costs under FEMA rules, which the city calculated as an anticipated reimbursement of $246,246.82. She said the initial meeting with FEMA began a 60-day documentation clock and staff have been collecting and uploading documentation through FEMA’s emergency grants portal.
Council moved to approve the FEMA Public Assistance agreement (listed as 4880-DR-MI in the meeting record) and authorized City Manager Rachel Smolinski to complete, sign and submit all necessary documents for the 2025 ice storm recovery application. Council approved the motion by voice vote; staff will continue to compile documentation and monitor the reimbursement timeline.
