Council approves $271,086 in CDBG funds for FY 2026–27; youth services removed from CDBG allocations

Economic Development Manager Karen Koh presented the proposed Community Development Block Grant (CDBG) budget for FY 2026–27 and recommended the council adopt Resolution No. 2552 to authorize allocation of the funds.
Koh reported the approximate CDBG allocation for FY 2026–27 is $271,086, a decrease of $26,495 from the prior fiscal year. Staff recommended directing funds to code enforcement, a pedestrian ramp improvement program to upgrade ramps to accessibility standards, and a graffiti removal program targeted at low- and moderate-income areas. Koh said the city will carry over any unspent funds from FY 2025–26 and execute contracts with the Los Angeles County agency administering the allocation.
Council and staff discussed the youth-services program. Koh and Rebecca from community services clarified the city will continue after-school and senior-meal programs using other funding sources, but will not use CDBG for the youth-services program because the new federal requirements would require verification of immigration status and household-level documentation that staff said would likely reduce participation.
A councilmember noted a $28,000 reduction associated with the change (as described during Q&A). After discussion, a motion to adopt the CDBG allocations (resolution number corrected on the record to 2552) passed unanimously, recorded as 5–0.
What’s next: Staff will finalize agreements with the county administrator and return as necessary to implement projects funded by the CDBG allocation.
