On second reading the Alpena City Council adopted Ordinance 25-516, which amends Chapter 46 (manufactured homes and trailers). During discussion staff described a rare but recurring request to permit more than one recreational vehicle (RV) on a single lot for limited, short-term uses such as large lots during seasonal events.
Staff proposed — and council approved — adding administrative authority under section 46‑33 to allow an administrative approval for more than one RV in appropriate cases, subject to lot size, spacing, setbacks and inspection. A staff member explained the process would be case‑by‑case and include application, inspection and a modest filing fee (the transcript references a $10 filing fee in the current schedule).
Council adopted the ordinance after clarifying that the administrative allowance would be added to section 46‑33, and that enforcement would begin with outreach and an opportunity for property owners to respond if violations occur. The motion passed on roll call.
