The Government Operations & Regulations committee voted to pass the ordinance (BL2025 8118) approving a license-and-lease agreement between the Metropolitan Government of Nashville and Davidson County and Powers Management LLC for space at 222 25th Avenue. Members adopted an amendment that adds Exhibit D and recitals to preserve access and rate protections for legacy user groups at Centennial Sports Flex.
A public commenter (Speaker 2) told the committee that the ordinance’s caption — “approving the license and lease agreement” — would give the public the impression the item was simply for office space and argued the record should be clearer that the instrument includes operations and maintenance obligations. The commenter said letters of commitment should be included in contract language rather than left as nonbinding commitments.
Staff (Speaker 5) responded to that concern, saying the instrument is a license-and-lease agreement and not merely a lease for office space and that the fuller captioning provides additional context. An amendment offered by Council Member Taylor (named in the transcript) and introduced by committee members added Exhibit D to clarify permitted uses and included recitals intended to preserve similar use for legacy groups.
Speaker 3 described specific protections in the amendment: existing user groups’ access would remain similar, rates would stay the same through June or July 2027, and a subsequent operator would be allowed to increase rates no more than 3% in any year thereafter. Speaker 3 also said Council Member Benedict intends to file a late amendment at third reading to require lessees to report annually on lease agreements and changes to rents.
The amendment was moved, seconded and adopted by voice vote, and the bill as amended passed the committee 5–0. The committee did not adopt additional conditions beyond those outlined in the amendment recorded on the bill.
