Council recommends limited off-premises liquor license for new WinCo Foods at 2985 Shasta Way

The council unanimously recommended that the Oregon Liquor and Cannabis Commission approve a limited off-premises liquor license for the new WinCo Foods store planned at 2985 Shasta Way.
Planning manager Joe Wall reviewed the project, describing the site as an approximately 80,000-square-foot grocer near the corner of Shasta and Avalon with construction under way and signage installed. Staff said the applicant requested a limited off-premises license typical for grocery stores (sales of beer, wine and cider for off-site consumption) and that outreach to neighbors had been conducted; the applicant has also added berms, fencing and other neighbor mitigations on Avalon Street.
Joe Wall said the store is targeting an early March opening and staff recommended that the council forward a positive recommendation to the OLCC. The council opened the public hearing and received no public testimony, then moved and seconded a motion to make a positive recommendation to the OLCC; the motion passed by voice vote.
The council’s recommendation is advisory to the OLCC; the final license decision will be made by that state agency.
